Neti pot? I had minor success using it to temporarily clear my sinuses, and I've read that if used daily, it can help reduce allergic symptoms, but have never used it consistently enough to attest to that.

How do you know it is allergies? Could you get a referral to an ear, nose and throat specialist? I'm no expert, but I do know that Ellie as a toddler had a persistent cough for 2 years that GPs treated with allergy meds, asthma sprays, nebulisers, steroids - and one visit to the specialist (at our request) diagnosed a glue ear condition that was so chronic he was amazed she didn't have significant hearing loss. Mother guilt aside, it might be worth following up - even if it's just to rule out middle ear, sinus issues. SBDx

I don't know if this has already been dealt with, but have you tried acupuncture? It has helped with my sinuses. Also a lymph massage can help drain everything out and give her relief if it's hurting.
